With the leading efforts of Branch of Quality Research of CNIS, four voluntary national standards for the evaluation of science and technology research projects were published by Standardization Administration of China (SAC) in October.
The series of standards include the revised GB/T 22900-2022, Science and technology research projects evaluation-General rules, and three new standards GB/T 41619-2022, GB/T 41620-2022 and GB/T 41621-2022 on the evaluation of basic, applied and development & research projects respectively. The Branch of Quality Research has taken the lead in the revision of GB/T 22900-2022 and the development of GB/T 41620-2022, and participated in the development of other two national standards.
In January 2019, entrusted by Standards Innovative Management Department of SAMR, the Branch of Quality Research carried out the special research on evaluation methods of science and technology research projects, and also started the research on the four national standards projects. In 2020, after the project was approved, SAC/TC 580 on science and technology evaluation was responsible for the management work, and the Branch took charge of the drafting work.
During the standards development, the Branch made surveys and analysis based on related regulations, standards and practices in developed countries such as the U.S., Germany, France and Switzerland, and teased out the practices on science and technology evaluation and related regulations and documents.
Besides, it solicited opinions from Ministry of Education, Ministry of Science and Technology, National Natural Science Foundation, China Association for Science and Technology and other departments, and further improved the content and structure of the standards, so as to raise the generality and applicability of standards.
The standards will provide basic principles and normative guidelines for the classification and evaluation of science and technology research projects, and play a guiding role in improving the management level of such projects in China.
