National standardization working group for intelligent technology to be set up

The Standardization Administration of China (SAC) has recently approved the proposal of CNIS to establish a national standardization working group for the basis of social application and evaluation of intelligent technology.

The secretariat will be jointly held by the Institute for Intelligent Social Governance of Tsinghua University, and the Standardization Theory and Strategy Sub-Institute of CNIS.

Intelligent technologies are unconsciously influencing the development of humans, which promote the transition from industrial society into intelligent society that is based on innovative technology, data information and cutting-edge knowledge. We are standing at the threshold of an epoch of intelligent society. It is vital and urgent to reconstruct culture and civilization of intelligent society, as well as explore a path to intelligent social governance for China.

Released by the central government and the State Council, a guideline to accelerate the establishment of a unified domestic market, specifies the requirements of carrying out in-depth social experiment of artificial intelligence (AI), and developing standards related to intelligent social governance. According to the guideline, standardization should be utilized to address issues such as technology abuse, digital divide, social polarization, etc. Also, it should protect the interests of the vulnerable, and lead the benign development of intelligent technology.

In response to the guideline, CNIS proposed to set up the national standardization working group for the basis of social application and evaluation of intelligent technology in April 2022.

CNIS will cooperate with Tsinghua University to prepare for the working group. Directed by the Standards Technical Management Department, State Administration for Market Regulation (SAMR), the working group will develop and revise national standards for the basis, general rules, principles, testing methods, optimizing methods and performance evaluation of social application and evaluation of intelligent technology, which will contribute to establishing a standards system of intelligent social governance adapting to China's situation.
