Vice President and Chief Engineer of CNIS, also Secretary-General of China Standardization and Technology Consortium for Energy Conservation and Emission Reduction (STCE), Deputy Director of the CNIS Technology Committee, assigned to take charge of the Branch of Resource and Environment, National Library of Standards, National Audit Center of Industrial Products Manufacturer Licenses and Sub-Institute of Fundamental Standardization.

Li Aixian graduated from University of Science and Technology Beijing in 1989 with a Master's Degree in Engineering. She was once the Standing Vice President of the CNIS Resources and Environment Branch Institute and the Principal Research Fellow of CNIS. She is now Secretary-General of National Standardization Technical Committee for Energy Base and Management, Vice Chairman of National Standardization Technical Committee for Solar and Hydrogen Energy, Board Member of China Energy Society, Standing Board Member of China Energy Saving Association, and Standing Board Member of China Renewable Energy Society, etc.

In recent years, she has been mainly engaged in research over energy, resource policy and standardization. She has led to complete multiple key science and technology projects for the national 9th, 10th and 11th five-year plans, organized and participated into the development of GB/T 15320-2000 Energy Saving Products Assessment Directive and over 20 other energy-saving related national standards. As the technical chief, she participated in the research, establishment and implementation work of national energy-saving products accreditation, energy efficiency labeling system and energy-saving products consumption policies. She as the chief editor has published books such as Energy Efficiency Label and Standards - Household and Lighting Appliances Directive and Introduction to Energy Efficiency Label. She has won over 10 prizes for Scientific and Technological Development by AQSIQ, China Standards Innovation and Contribution Award and so on.
