In January 2021, pursuant to the Notice of the State Administration for Market Regulation on Issuing the Optimized and Adjusted List of Key Laboratories and Technological Innovation Centers, the former Energy and Water Efficiency Engineering Technology Research Center of the then General Administration of Quality Supervision, Inspection, and Quarantine was renamed the Key Laboratory of Energy Efficiency, Water Efficiency, and Greenization of the State Administration for Market Regulation (hereinafter referred to as the Laboratory). It is managed by the Resource and Environment Research Division of the China National Institute of Standardization (CNIS).
The laboratory is located in Building 5 of the Changping Experimental Base of CNIS, with a total construction area of approximately 4,200 square meters and fixed assets valued at around 60 million RMB. It is equipped with 274 sets of testing equipment, most of which is domestically leading, and some of which is internationally advanced. The experimental area is subdivided into 13 functional zones, including toilets, faucets, showerheads, water purification equipment, refrigerators (and freezers), washing machines, household air conditioners, electric heating products, motor equipment, electric light sources, commercial refrigeration display cabinets, commercial air conditioners, and office electronics.
The laboratory has obtained ISO/IEC 17025 accreditation from the China National Accreditation Service for Conformity Assessment (CNAS) for 101 standards and over 600 parameters, enabling experimental research capabilities for 28 types of energy-using products and 32 types of water-using products (including components).
Additionally, the is equipped with monitoring functions for energy and water efficiency testing data, enabling real-time monitoring of internal laboratory’s testing processes, timely collection and analysis of testing data, and remote monitoring of external national energy and water efficiency laboratories. This ensures intelligent, transparent, and standardized monitoring and information management.
In accordance with the Interim Measures for the Management of Key Laboratories of the State Administration for Market Regulation, the laboratory conducts forward-looking and applied basic research, as well as research on major key technologies and related public welfare technology research. It aims to build a technological innovation base guided by technical research, centered on standardization, and supported by metrological testing and labeling systems. The laboratory establishes a synergistic mechanism of “technology research–standards development–label implementation– regulatory evaluation” and creates an integrated R&D platform involving “government, industry, academia, research, and application”. This directly provides technical support for improving market supervision of end-use energy and water products, effectively promotes green key technologies such as energy and water conservation, accelerates the promotion of advanced applicable technologies, and achieves the goal of synchronizing “technology development + standards development + industrial application”.
The laboratory will focus on standardization, conducting research on on standards for energy efficiency, water efficiency, and Greenization, implementation effect evaluation, and regulatory methodologies. Based on national standards, it will support market supervision, provide services for national strategic research and consulting, and explore an integrated model combining technological R&D, standards development, pilot applications, and financial capital. Internationally, it will promote the integration of “technology patenting, patent standardization, standard industrialization, and industrial internationalization”. The laboratory aims to meet domestic policy and market demands in standards, testing, evaluation, and regulation of energy efficiency, water efficiency, and greenization, gradually reaching international advanced levels. Through an open, dynamic, collaborative, and competitive operational mechanism, it will attract and cultivate outstanding innovative talents and industry leaders, providing team and platform support for relevant national strategic consulting and major scientific research plans.
